- the territory where it is to be built conforms to the function of the facility to be built upon it;
- the lot’s parameters respect all relevant restrictions and regulations (such as limitations on the facility’s height and surface area due to laws or to its proximity to areas of historical and/or cultural importance);
- all necessary engineering resources are available, paying particular attention to the type and size of loads that the future facility will handle;
- the lot is readily accessible by transport (road, rail, air or sea) to guarantee that the facility to be constructed upon it has the means to operate at full capacity.
We prepare and carry to approval all territorial planning and land-surveying documentation.
- we collect the initial raw data needed to draft the documentation from various agencies (Committee on Town Planning and Architecture, the Committee for State Property Management, the Committee for Land Resources and Land Management, the Committee for State Control, Use and Protection of Monuments of History and Culture, the Committee on Energy and Engineering, and others).
- we ensure that the territorial planning and land-surveying documentation is properly finalized, supported at the approval stages, and disseminated to the public (organization of public hearings).
- submission for approval of all applications regarding the location of the lot and facility (these applications are submitted to the St. Petersburg Construction Committee);
- delivery of all conclusions regarding the property’s legal status;
- provision of the documentation required to draft the “Decree of the Government of St. Petersburg”;
- drafting of the investment agreement;
- registration of the investment agreement with the Department of the Federal Service for State Cadastre and Mapping Registration.
For lands whose use is permitted only when in accordance with certain conditions, we:
- prepare applications for submission to the Saint Petersburg Commission on Land Use and Development for these conditionally permitted land types;
- obtain summary conclusions from the Committee on Town Planning and Architecture;
- organize public hearings regarding the granting of permission to conditionally permitted land types;
- hold services geared to preparing the Committee Order granting permission to use these lands.

- obtain the development plan of the lot;
- obtain the technical conditions from the engineering departments;
- represent the customer’s interests throughout the elaboration of the design documentation;
- carry to approval the design and working documentation for the project (at the Committee on Town Planning and Architecture, the Committee on State Control, Use and Protection of Monuments of History and Culture, the Department of Landscape Management, the district administrations, the transportation police, and so on);
- support the project documentation with quality expertise (state and non-state) in order to guarantee its approval;
- formalize the permits needed to construct the facility;
- provide documentary support throughout the construction process;
- support the introduction into operation of the newly-constructed facility.
- the registration of ownership (or termination of property rights) of the facility, and/or that of the lot;
- the registration of the lease of real property, as well as any changes to the lease contract.
In our efforts to establish and reduce the facility’s sanitary protection zones, we:
- organize all of the research and obtain any corresponding conclusions (for instance, performing: chemical, bacteriological and parasitological researches of soil, including fiber research studies; radiation research; air research; physical factors research relating to noise, vibration, infrasound, electromagnetic radiation; the determination of a soil’s danger class as denoted by its chemical and toxicological characteristics, and so on);
- develop the materials to determine the sanitary protection zone of located facilities;
- obtain expert conclusions on sanitary protection zone from the facility;
- obtain a sanitary-epidemiological conclusion regarding sanitary-protection zones near or within the facility.
